Planning & Zoning

The Planning and Zoning staff serves the Planning Board, which advises the City Council on Planning requests that come before them. The Planning Department is also staff to the Board of Adjustment (BOA), which considers some special use and all variance requests in the City. The Planning Board meets the second Monday of every month at 6:30 p.m. at Mebane City Hall, unless there are no submittals. The BOA meets at 6 p.m. the same evening as City Council, the first Monday of every month at Mebane City Hall.

The Planning and Zoning Department is responsible for the maintenance and enforcement of the Mebane Unified Development Ordinance. The Planning and Zoning staff reviews all new developments in the City - from a backyard fence to a large new subdivision or industrial project. All construction and change-outs must be approved by the Inspections Department

Staff is responsible for all Current Planning needs: Zoning Permits, Rezoning requests, Special Use requests, Variance Requests Annexation requests, Subdivision Platting, and Site Plan reviews. Staff also administers the Technical Review Committee meetings, which are held the second and fourth Tuesdays of every month at Mebane City Hall. The Planning and Zoning Department is also responsible for maintaining and updating its long range plans, which can all be found near the bottom of the page.

I am adding __________ to my property. Do I need to apply for a zoning permit
Almost always. There are some exceptions (e.g. driveways) but most new structures and all new uses need to be reviewed by Planning & Zoning staff. Zoning permits have a $50 review fee.
Is my property located within Mebane’s jurisdiction? 
Your property may be in the City limits or outside the City limits in an area called the Extra Territorial Jurisdiction, where the City zones and regulates land use and NC State Building Codes but residents do not pay municipal taxes. The City provides its official Zoning Map in both paper format and online in a GIS portal that shows all municipal boundaries as well as all Zoning information.
How long does it take to review a Zoning Permit?
Staff requires a two-week review period for all Zoning Permits, after it has been reviewed by the Inspections Department.
The entire process takes approximately four (4) weeks. If a permit is denied, it must be reviewed again.

How do I determine if I need to apply for rezoning? A special use permit?
The City's Table of Permitted Uses will show how you may use your property, given its zoning district. If a use is permitted, it will be labeled with a "Z" in the Table; if it requires a Special Use Permit, it will be labeled with a "CC"" If a rezoning and/or special use is needed, it will need to be considered for a recommendation by the Planning Board and action by the City Council at a public hearing. Per State law, the property also must be posted and the public notified about the request. This entire process takes, at minimum, 3 months.
What is a variance?  
Variances are requests from a property owner to not follow the regulations of the Mebane Unified Development Ordinance due to a "hardship" on the property. If that condition was not present, the property could otherwise use the property according to its zoning district. It is the responsibility of the property owner to show to the Board of Adjustment at a public hearing that this hardship is a burden prohibiting them from the use of their property.
